Building Commissioner Unit (Commissioner of Buildings) began operating at the Ipoh City Council in August 2008. The unit is responsible for regulating the adequacy and maintenance of all types of strata titled buildings. Ensure that there is awareness among buyers / owners / developers / Joint Management Body (JMB) and Management Corporation (MC), by adopting the Strata Management Act 2013 (Act 757) and Regulations Strata Management (Maintenance and management) 2015. This unit also ensures an increase in the enforcement and implementation of the act.



COB is an efficient and professional section in ensuring perfection and effectiveness of organisation and management of all types of strata building under developers, joined management bodies, management corporatives or agents.


To ensure that all strata buildings are clean, well managed and harmonious through efficient regulatory, strict enforcement, and professional advisory services.


  1. Streamlining rules regulating the maintenance and effective management of all types of strata building.
  2. Solve related matters as well as creating awareness among buyers / owners / Developers / Joint Management Body - JMB / Management Corporation - MC on the issue of the maintenance and management.
  3. Streamlining and improve the enforcement and implementation of Strata Management Act 2013 [Act 757].



  1. To supervise the inventory of development areas under Act 757.
  2. To ensure that the Joint Management Body - JMB is established in each development area.
  3. To manage complaints regarding maintenance and management of common property issues.
  4. To enforce the implementation of Strata Management Act 2013 (Act 757).
