IPOH DOUGHNUT ECONOMICS ACTION PLAN TITLED “IPOH DOUGHNUT ECONOMICS – A CITY PORTRAIT IN ACTION 2025–2030”

The Ipoh Doughnut Economics Action Plan titled "Ipoh Doughnut Economics: A City Portrait in Action 2025-2030" was launched by Ipoh Mayor Zamakhshari Hanipah, together with Sunway Centre for Planetary Health Executive Director Professor Tan Sri Dr. Jemilah Mahmood and Institut Darul Ridzuan CEO Professor Dr. Maisarah Ahmad, on 12 August 2025 during the ASEAN Sustainability Urban Forum (ASUF 2025) at the Kuala Lumpur Convention Centre.
The plan was approved at the MBI General Purposes Committee Meeting No. 410/06/25 on 17 July 2025 and endorsed at the Full Council Meeting No. 411/07/25 on 30 July 2025. It was prepared by the Ipoh City Council (MBI) in collaboration with the Sunway Centre for Planetary Health, Sunway University and Institut Darul Ridzuan, and with funding support from Yayasan Hasanah.
Various factors were taken into account and references to planning at the city, state and national levels were made, including the Ipoh Local Plan 2035, the Perak State Structure Plan 2040 and the National Urbanisation Policy. The preparation process included a series of brainstorming sessions, stakeholder briefings, townhall sessions and exhibitions during the monthly Ipoh Low Carbon Day programme. City councillors, various MBI departments, agencies, NGOs and stakeholders were involved in the preparation, which was coordinated by the MBI Doughnut Economy City Unit under the Mayor’s Office itself. It was made in line with the Perak State Government’s aspirations, as per Flagship 15 of the Perak Sejahtera 2030 Plan.
This Action Plan is a roadmap towards Ipoh as a Doughnut Economy City, ensuring that the balance of socio-economic development remains within ecological boundaries. This is to realise the growth of Ipoh city is balanced towards the well-being of Ipoh residents in particular, while also contributing to the sustainable development of Perak in general.
