EXTENDED MEMORANDUM OF UNDERSTANDING SIGNING CEREMONY BETWEEN IPOH CITY COUNCIL & STRATEGIC PARTNERS AND IPOH CITY COUNCIL LEVEL NORTH KINTA SCHOOL CIRCULAR ECONOMY SHORT VIDEO COMPETITION 2025 PRIZE-GIVING CEREMONY

IPOH, 19 JUNE 2025 – Ipoh City Council (MBI) today held an Extended Memorandum of Understanding (MoU) Signing Ceremony with strategic partners, as well as presented prizes to the winners of the North Kinta Inter-School Circular Economy Short Video Competition at the ICC Ipoh.

The ceremony was officiated by Ipoh Mayor Zamakhshari Hanipah. Also present were City Council Chief WHIP Dato' Mazlan Abd. Rahman, Council Members, City Secretary, Senior Directors and Department Heads of MBI.

This extended MoU signing marks a continuation of the collaboration established in 2023 with five strategic partner companies active in the recycling sector. This step reflects MBI's commitment to strengthening the circular economy in Ipoh City over the next two years.

As outlined in Flagship Programme 15 under the Perak Sejahtera 2030 Plan, Ipoh is targeted to become a Doughnut Economy City by 2027. This model emphasises a balance between human needs, environmental sustainability, and the sustainable use of resources – in line with the circular economy framework.

MBI's Circular Economy Initiatives

MBI remains committed to implementing various circular economy initiatives, such as brownfield development, waste to wealth, trash for cash, and eco-tourism, in line with the aspiration to become a Smart Regional City with a Sustainable and Prosperous Ecosystems by 2030.

Among the successful implementation of circular economy initiatives include:

  1. Collection of Electrical and Electronic Waste (E-Waste)
    Implemented since 2021 in collaboration with various parties, has successfully collected 355 metric tonnes of e-waste and reduced 308.58 metric tonnes of CO₂ through 444 programmes.

  2. Recycling of Used Cooking Oil
    Started at Dato' Sagor Food Court in July 2023, it now involves over 11,559 premises. A total of 729 metric tonnes has been collected with a return value of nearly RM1.9 million.

  3. CAREton Project (Recycling Drink Cartons)
    Collaboration with JPN, PPD and AEON Station 18. A total of 394 kg of drink cartons were successfully recycled.

  4. Used Tyre Collection
    Involving all tyre workshops around Ipoh, collecting 8,008 metric tonnes of used tyres and reducing 4,805.12 metric tonnes of CO₂ equivalent.

In total, 12,059 activities have been carried out, with collections of 9,092 metric tonnes of waste and a reduction of 5,121.22 metric tonnes of CO₂ equivalent.

Circular Economy Short Video Competition

This competition was organised to cultivate awareness and understanding of the importance of circular economy among school students. The 1-minute competition ran from 1 March to 15 April 2025, involving 33 schools from the North Kinta District.

Three categories were contested:

Category 1: Primary Schools

Category 2: Secondary Schools

Category 3: Highest YouTube Views.

Cash prizes and certificates of appreciation were awarded as encouragement for students' efforts and creativity in conveying the message of resource recovery and waste prevention.

The Mayor of Ipoh expressed his highest appreciation to all headmasters and school principals in the North Kinta District, strategic partners, such as Biovisma Sdn. Bhd., Edsha Solutions Sdn. Bhd., Thowlee Recycle Sdn. Bhd., Tetra Pak (M) Sdn. Bhd., and Life Line Clothing Malaysia Sdn. Bhd., for their collaboration in promoting textile recycling activities through 31 Shell and Petron petrol stations in Ipoh.

May all these efforts serve as a catalyst towards achieving Ipoh's vision as a Smart and Prosperous City, and in turn support the aspirations of Perak Sejahtera 2030.
